A unique user has one or more active permissions in his keychain and you’ll need a user license. If you revoke all permissions of all the locks from your account, the user is not counted as an unique user and the user license can be handed-over to another user.
Caution: A time-profile is counted as an active permission unless it is revoked - even if it is expired or not valid at a specific time.
